Certificate of the State Registration

Certificate of the State Registration (CSR) is an official confirmation of product compliance such as goods, medical drugs and food additives with sanitary-hygienic and epidemiological standards, as well as standard safety requirements approved in the Customs Union, namely Russia, Belarus and Kazakhstan.

The State Registration allows importing and selling the products in the territory of the Customs Union. In addition, in some cases, it is a mandatory requirement in order to obtain the Certificates/Declarations of Compliance.

Standard Procedures for the State Registration

Two types of applicants are eligible to receive the Certificate of the State Registration:

• Manufacturer that produces the products in the territory of the Customs Union

• Foreign company or an importer of products, if a manufacturing plant is located outside the Customs Union

In order to file an application for the Certificate of the State Registration of products the applicant may apply directly to the local office of Federal Service for Supervision of Consumer Rights Protection and Human Well-Being or use the services of accredited certification centers.

In order to obtain the Certificate of the State Registration the applicant must submit to the certification authority the following documents:

• Application for testing and obtaining the certificate

• Corporate organization documents

• Set of documents related to the manufacturing, quality , properties and characteristics of the products liable to check

• Expert opinion reports, scientific and studies reports

• Sample collection reports for expert examination

• Delegable power of attorney

A complete list of required documents for the State Registration considering the specifics of the product categories the applicant may find out in the certification authorities.

The Certificate of the State Registration has an unlimited period and is valid for the entire territory of the Customs Union.

Regulatory System

The certificates that issued before July 1, 2010, are canceled beginning January 1, 2012, due to coming into legal force of new amendments that approved by the Decision of the Customs Union Commission №314 dated on August 17, 2010, "On the Application of Sanitary Measures in the Customs Union".

Besides, this document will have legal value during specified period only in the country that issued it.

Beginning July 1, 2010, the certification authorities started issuing new licenses that have equal ranking to all the countries of Customs Union.

The list of products that require obtaining the Certificate of the State Registration defined by the Decision of the Customs Union Commission №299 dated on May 28, 2010 (Chapter II, the list of products).

If there is no need for obtaining the Certificate of the State Registration, it is possible to obtain the expert opinions from the Federal Service for Supervision of Consumer Rights Protection and Human Well-Being. In addition, it may be possible to issue a letter of explanation about the product compliance with current health and hygiene standards and requirements (in case, the products fall into Chapter I of the list of products).
