Certificate/Declaration of Compliance with the Customs Union Technical Regulations

Certificate/Declaration of the Customs Union (or Certificate of Compliance CU TR) is documentary evidence that a product complied with the safety in the Customs Union. The authorities started issuing those Certificates\Declarations in February 2012. Besides, they have a standard form approved back in 2011.

The manufacturer, importer or dealer must obtain this document for the following product categories that are being imported, manufactured and sold in the CU:

• Children goods such as toys, shoes, clothes, and so on

• Some consumer goods industry

• Perfume and cosmetics

• Pyrotechnic products

• Packaging materials

• Machinery and equipment

• Personal safety means and other products listed in the Customs Union Technical Regulations

Besides, this certificate covers all the products listed in the CU TR, as well as the products included in the Unified List of the Customs Union Commission Decision № 620 dated on 07.04.2011.

Validity period for the certificate/declaration of the CU TR and the obtaining procedures

As soon as the Certificate/Declaration of the CU TR obtained, the manufacturer, importer or dealer has the right to label the products with the Conformity Mark and sell them within member countries of the Customs Union and the Common Economic Space. The validity period of the certificate is up to 5 years. There is only exception for the products manufactured in a single copy. The service life for such products is equal to the validity period of the Certificate/Declaration that obtained for them. This document is valid in the whole territory of the Customs Union, namely it covers the Russian Federation, Kazakhstan and Belarus.

Registered Declaration of Compliance with the CU TR is valid for the period determined by an applicant, and it usually do not exceed 5 years. After the validity period expires, according to the Federal Law "On Technical Regulations", the applicant is obliged to keep the declaration and other paperwork for 3 years.
