Beginning January 1, 2014, it banned the obtaining Euro 4 ecological standard certificates for personal use vehicles, as well as for the import of such vehicles. Thus, in order to obtain a certificate of compliance with the emission standards required to submit documents confirming Euro 5 ecological standard (for example, it requires French or German KFZ-Briefs). It is impossible to obtain Euro 5 ecological standard certificate as for American titles, Polish, Czech, Baltic, and other KFZ-Briefs.

Euro 5

Euro 5 Certificate is a Certificate of Compliance, which regulates the motor vehicle emission standards. Euro 5 standard becomes mandatory for all trucks that sold in the EU starting from October 2008. Beginning September 1, 2009, this standard will become effective for the passenger vehicles. 27 European Union countries adopted Euro 5 standard.

The new standard provided the requirements for reduction of nitrogen oxides and hydrocarbons by 25 % for the gasoline engines. As for the diesel engines, it provided for reduction of nitrogen oxides by 20 % and soot emissions by 80 %. According to Euro 5 standard, engine-exhaust particle emissions reduced from 25 mg/km to 5 mg/km. The gasoline engine exhaust of carbon monoxide reduced by 25 % and for the diesel engines by 20%. It is noteworthy that the service life became significantly shorter for particulate filters and catalytic converters.

The car owners who have Euro 4 certificates must reequip their cars in order to get Euro 5 certificates. In addition, they need to pass a special commission that will measure the emissions of harmful substances into the atmosphere.

According to the Technical Regulations №609, “On Emission Requirements for Motor Vehicles” adopted on 12.10.2005 and effective May 20, 2006, the import and manufacturing of motor vehicles in Russia must follow Euro 5 standard. Presently, the registration procedures for Euro 5 standard certification have not regulated by law yet. In addition, there are no plans to have significant changes in these procedures so far.
