Declaration Details of Compliance with the Customs Union

The Declaration of Compliance with the Customs Union (along with the Certificate) is a legally binding document certifying that the manufactured products for sale and purchase meet all the requirements of the Customs Union (National and International standards).

The applicant chooses the confirmation form, it could be a national (in the GOST R System) or an international (Declaration of Compliance using a standard form).

Any participant of import and export business that manufactures the products in the territory of the Customs Union may apply for the Declaration of Compliance with the Customs Union. If the manufacturer is not located in the territory of the Customs Union, then the manufacturer is eligible to apply for the Certificate of Compliance with the Customs Union.

Declaration Terms of the Customs Union

The Customs Union Commission Decision № 620 dated on 07.04.2011 approved the Unified List of products that are subject to the mandatory compliance with the Customs Union standards. The products marked with numbers 2 and 3 in this list are subject to the declaration and permitted for sale and purchase within member countries of the Customs Union, only if they provide the Declaration of Compliance with the Customs Union for any territory of member countries.

When using the Unified List, it is needed to know the product description and import and export trade classification codes that used by the Customs Union.

The Unified List covers the products until then a particular type of products come within the Customs Union Technical Regulations, and in this case, the products automatically excluded from the Unified List. However, these Technical Regulations will only enter into force on 01.01.2011.

After the Customs Union Technical Regulations came into force, the products that currently listed in the Unified List of the CU will fall within the proper Technical Regulations. When the applicant chooses the national confirmation form of compliance, it is necessary to follow the current regulatory documents, lists and Technical Regulations in the territory of the country.
