Vehicle Safety Construction Certificate (VSCC): Who needs it and where can you get it?
According to the latest opinion poll of Russian Public Opinion Research Center, almost half of the Russia people have motor vehicles today. The other half of people are the passengers or use the freight services. So all population is concerned with the vehicle safety issues. Especially, when we are talking about used cars.
Beginning July 1, 2011, all customs checkpoints require the Vehicle Safety Construction Certificate from the owners of used vehicles.
Whom It May Concern: Subjects and Objects and Vehicle Safety Construction Certificates(VSCC)
Vehicle Safety Construction Certificate required by the Technical Regulations "On Safety of Wheeled Vehicles" approved on September 10, 2009 by the Government Regulation №720 of Russian federation.
All owners of used vehicles must obtain VSCC certificate in order to import them into the territory of the Russian Federation.
Presently, VSCC certificates have issued for the used vehicles for the passenger transportation, freight and trailers according to the classification categories (M2, M3, N2, N3, O, L, M1 and N1):
• Passenger vehicles for 8 or more seats (excluding the driver's seat) and weight shall not exceed 5 tons (M2)
• Passenger vehicles for more than 8 seats (excluding the driver's seat) and weight shall not exceed 5 tons (M3)
• Freight vehicles that have a technically permissible maximum weight 3,5-12 tons (N2)
• Freight vehicles that weight exceeds 12 tons (N3)
• Trailers and semitrailers for vehicles, trucks, motorcycles, quadricycles, and scooters (O)
• Motor vehicles (L)
• Passenger vehicles for less than 8 seats excluding the driver's seat (M1)
• Freight vehicles that a permissible maximum weight shall not exceed 3,5 tons (N1)
All customs checkpoints will require this mandatory VSCC certificate from the owners of used vehicles.
Order and Procedures of Obtaining the Vehicle Safety Construction Certificate (VSCC)
The set of documents and period of obtaining for the VSCC certificate determined in accordance with the Technical Regulations "On Safety of Wheeled Vehicles" approved on September 10, 2009. Thus, the applicant must provide to Strateg Overseas staff the following documents:
1) Application for the vehicle evaluation and its compliance with the Technical Regulations " On Safety of Wheeled Vehicles "
2) Certificate of compliance with applicable environmental standards for the vehicle (copy)
3) Applicant's passport or certificate of the state registration and Individual Taxpayer Number (copy)
4) Proof of ownership for a vehicle (copy)
5) Vehicle description in accordance with a form from Appendix 15 to the Technical Regulations dated on 10.09.2009
6) Vehicle certificate of title or equivalent (copy)
